Macau is a separate purchase and usually cheaper
Macau has its own networks, its own licences and its own prices. A Hong Kong plan does not roam there, and a Macau plan does not work in Hong Kong.
The good news: Macau is the cheaper of the two at almost every size.

Yesim's Macau pricing deserves a line of its own: $52.28 for the 10GB that Nomad sells at $14 and Airalo at $16. The same brand is the cheapest option in Hong Kong. Providers price these two territories independently and nobody smooths it out for you.

The networks Hong Kong and Macau side by side
In Hong Kong, CSL and HKT are the same group and carry the deepest coverage including the MTR tunnels and the outlying islands. SmarTone is a strong second. 3 Hong Kong is the budget network, fine in the urban core. China Mobile Hong Kong is a separate operator from its mainland parent and covered by the same firewall-free rules as the rest of the territory.
In Macau, CTM is the incumbent and the one to want, with Hutchison and SmarTone behind it. Coverage across the peninsula, Taipa and Cotai is dense on all of them.

Hong Kong is not mainland China the expensive mistake
The reverse is also true and more useful: because Hong Kong sits outside the mainland's filtering, everything works there normally. Google, WhatsApp, Instagram and every western service load on any Hong Kong plan, with no VPN and no exit-country games.
If your trip is Hong Kong plus Shenzhen or Guangzhou, you have two honest options. Buy a regional Asia plan that covers both, or buy a China plan for the mainland leg and use it in Hong Kong too, since the China plans in our comparison also cover Hong Kong through their regional profiles. Do not buy a Hong Kong-only plan and expect it to cross.

Does a Hong Kong eSIM work in mainland China?
No. Hong Kong is a separate telecom jurisdiction and a Hong Kong plan stops at the mainland border. For both, buy a regional Asia plan or a China plan, which typically covers Hong Kong as well.
Do I need a VPN in Hong Kong?
No. Hong Kong is outside the mainland's filtering, so Google, WhatsApp, Instagram and western news sites all load normally on any local plan. That is a real difference from Shenzhen, forty minutes away.
Can one eSIM cover both Hong Kong and Macau?
Not a single-territory plan: they are licensed separately and neither roams into the other. A regional Asia plan covers both, and for a short trip taking in the two it is usually cheaper than buying two local packs.
How much data do I need in Hong Kong?
Three to five gigabytes for a week. Hong Kong has excellent public wifi and complete MTR coverage, so mobile data mostly handles navigation and messaging between wifi zones. A $2.90 1GB plan is enough for a layover.
Is Macau cheaper than Hong Kong for data?
